To all members of IAU Division C: Astronomy Education, Outreach and
Heritage,

I have just returned from the IAU Executive Committee meeting in Mexico
City, early May. All Division presidents were invited to participate (and
all but one did so). This email is to report on some of the developments
there.

We had a very good series of meetings over three full days. The new
divisional structure of the IAU appears to be working well.

One item of business at Mexico City was to confirm the proposals for IAU
Symposia for 2017. Only nine proposals for symposia could be supported out
of 33 proposals, so the whole process was highly competitive. Unfortunately
the one proposal coming from Division C, that on cultural astronomy ‘The
Road to the Stars’ proposed by Juan Antonio Belmonte and to be held 18-23
September in Santiago de Compostela, Spain, was not one of those to be
supported by the IAU, which was disappointing. Nevertheless, the meeting is
co-sponsored by several other organizations, so the lack of IAU sponsorship
should not jeopardize the success of the meeting, which will go ahead as
planned. I attach the proposal document and I am sure many Division C
members will be interested to participate.

The IAU Executive is putting a lot of emphasis on making the Union more
attractive to young astronomers. There is a plan to introduce a new young
astronomer category of individual member for astronomers at graduate student
or postdoc levels. In addition the Division Presidents are working on a
proposal for awarding prizes to outstanding PhD theses in astronomy on an
annual or triennial basis, there being prizes offered in all nine IAU
Divisions. Details will no doubt be announced before long. Hopefully the
first prizes can be awarded leading up to the Vienna General Assembly in
2018.

Of course the other way the IAU supports young astronomers is with travel
awards to the GA and to IAU symposia and through the IAU International
Schools for Young Astronomers (ISYA). The ISYA have a long and very
successful history. The next 3-week long school will be in Tehran in
September, and the plan is to hold at least one, perhaps two, every year. As
Div C president, I sit on the ISYA Steering Committee, so have some
involvement in the ISYA programme, which is generously supported by the
Norwegian Academy of Science and Letters.

The Division C Steering Committee has been busy in recent months in creating
new Working Groups. Most of these are commission WGs or some are
inter-commission WGs involving at least two commissions. There are however
two divisional WGs associated with Division C, one being the new WG on Star
Names which the EC approved at EC98 in Mexico.  As Division WGs have a
higher status and require EC approval, I am attaching the detailed proposal
for this one, which was proposed by Eric Mamajek in Rochester, NY. It
involves the cultural heritage of star proper names, which is why it is a WG
of Division C (and not Div G for stellar astronomy).

I am also delighted that some of our new Working Groups involve
inter-commission collaborations with commissions in other divisions. I note
that two recently created are those for education on sustainable lighting
and light pollution control (a joint C.C1 and C.B7 WG) and for education in
astrobiology (C.C1 and C.F3). These emphasize the highly inter-disciplinary
nature of many of the activities of our Division.

So far Division C has 17 WGs associated with it, and I believe that is more
than for any other Division. Yet more could be formed in the coming months.

One principal purpose of this email is to encourage members of the Division
to join some of the WGs. If you are interested in being involved in this
‘grass-roots’ type of work, then you should contact the chairperson of any
WG in the attached list. Contact email addresses are of course available on
the IAU website.

I remind you that you can also join any of the commissions (maximum limit of
three commissions per individual). Please contact the Commission president
if you ae interested. The commission president will inform the IAU
Secretariat of the Commissions you belong to.

That is probably enough to communicate at present. I have omitted many of
the topics discussed at EC98, but the General Secretary, Piero Benvenuti,
indicates that he is preparing an executive summary of the meeting that will
be published soon on the IAU web pages. You will be able to read more there.
