Estimados miembros,

Antes que nada el CGA quiere corregir una omisi=F3n producida en el =
informe14 indicando que la redacci=F3n del Reglamento del CGA fue =
redactado en la
reuni=F3n conjunta entre el CGA y la CD de la AAA. Agradecemos la =
colaboraci=F3n de la Comision Directiva, tanto en este tema como en las =
negociaciones ante CONICET.
Dicho esto transcribimos a continuaci=F3n la resoluci=F3n emanada del =
Gemini
Board respecto de la propuesta argentina.


2003.A.15	The Board notes the situation regarding payment of Argentina's =
contributions for operations and welcomes the explanation and proposed =
plan of payment provided in the letter of 28 April 2003 from the =
President of CONICET to the Executive Agency.  The Board agrees to =
continue its plan to assume the operations payments for 2003 that was =
introduced at the November 2002 meeting in resolution 2002.B.12, namely =
to assume Argentina's observing time and operations payments in =
proportion to the partner shares established after the buy-out of the =
Chilean share.  The Board further agrees to make these payments =
according to the normal payment schedule for 2004 contributions.

The Board also welcomes Argentina's proposal to accumulate any payments =
made in 2003, 2004, and perhaps 2005 as credit toward a full year's =
payment of operations costs until such time that Argentina can =
re-establish full participation in its scheduled share of contributions =
and access to observing time.  The Board finds the possibility of =
partial payment and partial use of time by Argentina not to be a =
workable solution.

The Board will revisit at each Board meeting the situation regarding the =
status of Argentina's ability to make regular payments and establish, as =
necessary at that time, the arrangement for partners to assume the =
operations cost and associated observing time.

Por lo tanto la propuesta fue aceptada a excepci=F3n del uso parcial de =
tiempo proporcional al pago, lo cual resulta l=F3gico si nos damos =
cuenta que cada socio debe solicitar el dinero a su respectiva agencia =
por la porci=F3n del total que le toca. si hubiera pagos parciales de =
Argentina y usos parciales nadie sabr=EDa exactamente cuanto debe =
aportar al comenzar el a=F1o.

El otro punto importante es que se realiz=F3 una gesti=F3n para que se =
acumularan pagos peque=F1os realizados con anterioridad a la fecha de =
esta resoluci=F3n y en a=F1os anteriores. Esto fue aceptado y la =
Argentina tiene acreditados US$ 135.000 en su haber. Si CONICET env=EDa =
un m=EDnimo de US$ 60.000 este a=F1o estaremos bordeando los US$ 200.000 =
de cr=E9dito.
