Estimados colegas:
Por la presente les informamos la situación referida a la participación
argentina
en el proyecto Gemini. La Argentina acumuló pagos para saldar su deuda del
2003
(US$ 762.000) por valor de US$ 610.000. Debe por lo tanto transferir unos
US$ 152.000
para pagar completamente la cuota de operación del corriente año. El dinero
que CONICET
tiene en su presupuesto del 2003, aún no ejecutado es, al cambio actual,
de
aproximadamente US$ 240.000. Por lo tanto en cuanto se obtenga la
conformidad de Hacienda
para hacer efectivo el gasto se pagará totalmente el 2003 y quedará un
remanente de
US$ 90.000 aproximadamente para el gasto operativo del 2004. Esta
transferencia debe
realizarse antes del 31 de diciembre del 2003. Si esto ocurre los astrónomos
argentinos
podrán volver a utilizar Gemini en el semestre 2004B y por lo tanto deben
preparar sus
propuestas para los primeros días de marzo próximo.
Adjuntamos a continuación las resoluciones del Board que hacen referencia al
caso argentino.

11 The Gemini Board approves the revised 2003 Operations Budget of
$35,125,525 ($35,125,525 Cash Expenditures and $32,928,191 New Commitments).
The Board gives this approval of the 2003 budget with the assurance by
Brazil that their payments for 2003 will be completed by the end of December
2003, with monthly payments of approximately $125K in November and $133K in
December. The Board further notes assurance by Argentina that their
remaining 2003 operations payments will be received by the end of December
2003, with a transfer of approximately $138K currently
underway, and an additional $370K before the end of the year.
12 The Gemini Board approves the proposed 2004 Operations Budget of
$30,797,454 ($30,797,454 Cash Expenditures and $22,886,548 New Commitments).
In giving this approval, the Board accepts Argentina's
proposal to revise their payment schedule to one in which payment of one
quarter of the annual contribution would be made at the beginning of each
quarter of the year.
13 The Board further endorses the GFC's recommendation to remind all
parties of their responsibility to meet, in full, their obligations under
the Gemini Agreement. Should any party's contributions not be up to date by
31 December of any year, the Default procedures of Article 16 of the Gemini
Agreement will be invoked.
14 The Board notes that if Argentina makes full payment of their
scheduled contributions by the end of 2003, they will have discharged their
debt and will have access to observing time on the Gemini telescopes for
semester 2004B.
Actions Arising from the Meeting of the Gemini Board of
Directors - November 2003
To the NSF: To revise the Administrative Guidelines in consideration of
adopted changes in the payment schedule for Argentina.
