In this theory we start from a generalized Poisson equation and proposed a modification physical dimension by a fractal dimension, since we find using the data from gaia second release that the stars in the Milky Way are distributed in a fractal way, checking what was already thought Elmegreen(2000). We tested the model to calculate circular velocities for several galaxies including the Milky Way. For doing this, two numerical models were used, the first considering uniform density and the second more realistic with a bulge and a disc proposed by Scelza, G. & Stabile, A.(2015), but without density of dark matter, and adapted for our fractal potential. We tested the simplest model in 14 low surface brightness galaxies, taken from the work de Blok, W. J. G., & Bosma, A. (2002). We use the bulge and disk model for the spiral galaxies NGC 300 (SA (s)d), NGC 247 (SAB (s)d), then we make a comparison with the adjustment given by Newton's Theory of Universal Gravitation.</span></p>

First we calculated the fractal dimension using the box-counting dimension for a around the barycenter of the solar system using the data from the second release of gaia and the distances calculated by Bailer-Jones, C. A.(2018), for 999997 stars. To conclude, we study its validity by contrasting the data for the circular velocity of the Milky Way obtained from the works of Huang, Y.(2016) and Pato, M., & Iocco, F. (2017). </span></p>
